Arunachal education system in shamble

Monday Musing

[ Amar Sangno ]

Arunachal Pradesh's crashing performance in All India Seniors School Certificate Examination (AISSCE) 2017 with 43.44 pass percentage has ignited a debate, at least among concerned citizens on existing 'education policy' of both the center and the state. Going by the appalling pass percentage, it would be easier to conclude, the state education system is in shamble and it is not difficult to foresee where our future is headed.

Indeed, the graph (16,614 appeared, 7218 passed, 5947 failed and 3160 compartment) at 115 examination centers across the state is a worrying indication of our tomorrow and reflection of failure at all levels of school education.

Perhaps, this academic session was worst ever the state have witnessed in terms of pass percentage in AISSCE. What factors could be attributed to dismal performance of government run schools in the AISSCE results?

The Arunachal Times spoke extensively with those experts who are associated with the Education Department. Majority of them viewed that the unpragmatic approaches on education policy by the state government is a major factor for degrading education system. Some of  them opined that implementation of non-detention policy under CCE, shortages of subject teachers and distracting activities of students by indulging in students' politics, insincerity of tribal teachers and politicization of transfer and posting system are major hurdles.

"Poor performance in AISSCE should be largely attributed to the students themselves" said a DDSE on condition of anonymity.

" Many students do not study as they are inclined more on students politics, earning money through contract works, extortion under the pretext of working for students organisations. Some of them even resort to using RTI Act to blackmail in order to achieve their desires" he went on to claim.

There are also undeniable facts that successive governments had been on 'upgradation spree' unrealistically, over the years.  Political appeasement at its worse without providing adequate teaching staff and infrastructures to those upgraded schools.

Records say, 99 upper primary schools were upgraded to secondary schools; and 29 secondary schools were upgraded to higher secondary schools across the state. However, for the same, no teachers posts were created against the upgraded schools.

"Up-gradation of schools should be need based, depending on students' enrolment. If at all government upgrade schools, they should be committed to provide teachers and other facilities" said AAPSU President Hawa Bagang.

"The government needs to re-look at recruitment policy of teaching staff that spoken skill of a teacher should also be emphasised in APTET" he added.

It is also said deep rooted politicization in transfer and posting of teachers had dampened the morale of teaching fraternity.

The schools at rural areas are facing acute shortage of teachers, particularly subject teachers, whereas, the schools at urban areas (district headquarters and Capital Complex) have surplus number of teachers.

It is reported that there are hundreds of teachers who have never been transferred out of town since their induction into service, whereas some are subjected to frequent transfers.

In order to streamline the transfer and posting system, the Education Department came up with a policy called 'rationalization of transfer and posting, categorizing the areas of posting into three belts namely, hard belt for interior areas, semi-hard belt for the outpost schools and soft-belt for town. However, it was never implemented.

Other factor potentially affecting sincerities of teaching is reported Out of Turn promotion culture in the department.  For instance, dozens of junior staffs are allegedly promoted to higher posts like head masters and vice-principals overlooking the seniors. It is learnt that many subject teachers have been deputed and engaged in non-teaching jobs in other departments.

In addition, it is said that insincerity of tribal teachers while discharging their duties is another major factor attributed to degrading education system. Tribal teachers posted at their localities are more inclined to petty politics, running small time businesses and contract works than teaching.

"Unfair means in jobs recruitment brings down the morale of students. Untrained and inexperienced teachers and lack of interaction between teachers-students could be  the factor for deteriorating education system" opines Kipa Takum, a Councillor.

When the education system is in shamble, the impact is unimaginable and far reaching which has the potential to push back the country by decades.

Annual Status of Education Report 2016 revealed that among children in Std III, 2% cannot even read letters, 34.2% can read letters but not words or higher. In English reading, 1.6% children in Standard III in Arunachal Pradesh cannot even read capital letters, 3.5% can read capital letters but not small letters or higher, 38.8% can read small letters but not words or higher, 39% can read words but not sentences, and 17.1% can read sentences.

It is high time the education department initiates a pragmatic approach to restore the quality education or else the government schools are going to be a burden for the state and its students.

APPDSU demands fresh RMSA advertisement

ITANAGAR, Jun 4: The All Papum Pare District Students' Union (APPDSU) has demanded cancellation of the recent advertisement/interview for various posts under RMSA for Papum Pare and catchment area of the Capital Complex saying that the job advertisement was issued in violation of the RMSA guidelines of the Central Govt.

While demanding publication of fresh advertisement for the same posts for Papum Pare district, APPDSU in a letter to the Education Commissioner, GoAP, said that as per the RMSA guidelines, the total number of eighteen posts are meant for Papum Pare only.  Calling for separate interview for Capital Complex under the flagship programme of the Central Govt is a clear violation of guidelines, the student Union said.

"The Capital Complex is not a district in all sense as because there do not exist any Government notification for creation of separate Capital Complex as a district till date. As such, a central Govt flagship programme can not be divided for a non-existing district in true sense," it said.

While referring to the order of the Education Secretary, dated January 23, 2017, the APPDSU further said that in absence of Gazette notification for Capital-Complex as separate district, there cannot be separate district annual work plan and budget for integrated RMSA 2017-18 and as such plan for catchment area of Capital Complex should be integrated within the district plan of Papum Pare.

The letter said that the catchment of Capital Complex should be directed to appear interview at Papum Pare only and no separate interview for the Capital-complex should be entertained.

APPDSU further said that the Govt should also give preference to the indigenous unemployed youths of Papum Pare and catchment area of Capital Complex for the interview to the aforesaid posts.

The health department has already conducted a series of awareness meetings in different pockets of Pasighat urban area to make the people aware about the causes of Dengue, Malaria and JE and its preventive measures.

"We are keeping strict vigil on any conveyance of Dengue by people from outside,"he said.

The DMO suggested the people to treat stagnant waters with medicines (Temephose) to kill mosquito larvae and conduct source reduction activities in their locality areas frequently as fogging was not effective to kill mosquito larvae survived in muddy water.

Dengue again broke out in epidemic form in 2015. In that single year, 1725 Dengue positive cases out of 6663 blood serum samples tested were reported.

The number of Dengue had declined to 10 in 2016 after massive fogging and source reduction operation carried out by the Health Department.

Save water for better future

The report of drinking water crisis engulfing hill town Bomdila should be an eye opener for state of Arunachal Pradesh. Bomdila reportedly is battling acute water crisis for the last six months. The reason cited for it is sharp decrease in water flow at the sources with one of the source almost drying up. The water flow is decreasing due to deforestration caused in the catchment area. The situation of other towns of state is almost similar. Rampant felling of trees is causing fast depletion of water sources. Government must intervene at the earliest before situation turn grim.

Despite the state's multiple water reserves including rivers, several snow fed glaciers, lakes, etc many districts face acute water scarcity. The state's water scarcity is linked to the unsystematic distribution of water and poor management of water resources. Many of the state's water supply system no longer meet needs, especially when frequent landslides damage water pipes and infrastructure. In recent year, deforestration has emerged as the biggest threat to water sources of state. PHE and forest department will have to join hand together to save water sources. Felling of trees around the water sources will have to be immediately stopped. Awareness campaign should be organized on large scale to educate people about need to conserve forest for better future. Water is future and if there is no water, humans will vanish from this earth.
